3/23/20 -Trash Collection Update - Waste Management Update
Because of the Coronavirus (COVID-19) pandemic, Federal and State Declarations of Emergency have been issued that recommend non-essential employees shelter in place and/or work from home when possible to promote social distancing. As a result, Waste Management has significantly reduced its “field” work force and is focusing on the performance of essential services during this unprecedented emergency. Because of its importance to the health and safety of our society, municipal solid waste collection and disposal is deemed an “essential service” in most instances, and so Waste Management’s employees dedicated to collecting and disposing of trash are in the field continuing to perform this critical function.

In order for Waste Management to maintain its focus on municipal solid waste collection and disposal, and due to the reduced number of employees in the field, effective Tuesday, March 24, 2020, Waste Management is temporarily suspending the performance of the following services, which are non-essential during this period of emergency:

Bulk Collection – furniture, carpet, mattresses, appliances, etc.
Spring and bulk clean-ups
Yard Waste Collection – grass clippings, brush, tree limbs, etc.

Please Note:

All trash/refuse must be bagged & sealed (and wherever possible) placed in containers. LOOSE ITEMS WILL NOT BE COLLECTED.
=        All recyclable materials must be placed inside recycling bin (including cardboard). ITEMS LEFT OUTSIDE OF BIN, WILL NOT BE COLLECTED.
=        WM will enforce (bag and/or cart limits), as reflected in our current contract.

When the Declarations of Emergency and social distancing recommendations have been eased and Waste Management’s work force returns to pre-pandemic levels, these services will be restarted. Waste Management will provide notice when the service(s) will resume.=

WATERMAN ROAD EAST - CLOSED
Please be advised Waterman Road East  is closed at Peters Creek due to hill side subsidence. All residences and businesses are accessible from Gill Hall Road, but no traffic is permitted through to Peters Creek.
JHPD Updates
Effective immediately and until further notice, the Jefferson Hills Police Department (JHPD) is modifying its operations and how it handles the following:

1.       Emergency calls where a person’s personal safety or property are immediately endangered - officers will continue to promptly respond to the scene, and in a manner appropriate to the emergency.

2.       Reports of previous crimes, suspicious behaviors (not ongoing), informational requests, general complaints, etc. – will be phone screened by an officer. An officer will place a phone call back to the complainant to see if the request for police assistance or information can be handled by phone.

3.       Walk-in complaints at the JHPD/Borough building - Are discouraged. Complainants should evaluate if there is another way of communicating with the JHPD besides in person, at the Police facility. Should complainants stop at the JHPD in person, they will be interviewed from behind the glass that separates the police department from the lobby. Only under extreme circumstances will an officer enter the lobby to converse with the complainant or the complainant be invited into the police department.

4.       Requests for reports per the Right to Know Law (RTK) - requestors are encouraged to visit the Borough website and use the online RTK form then submit to the JHPD via email at the following email address. Requests will be evaluated and a response, to include the requested documents if approved, will be sent via email. [email protected]

5.       Pennsylvania State Reportable Crash Reports - per the Pennsylvania Vehicle Code, the JHPD will continue to process these for insurance companies via US mail upon receipt of the mandated fee. Individual citizen requests are discouraged, as they would require in person visits and insurance companies are responsible for collecting these reports for their clients.

6.       Tours and such of the police department - are canceled indefinitely.

7.       Fingerprinting services – because of the personal contact required for rolling fingerprints, this service will be suspended indefinitely. Those in need of fingerprinting services are directed to the Pennsylvania contractor for that service, IdentoGO. Because of the “live scan” process IdentoGo uses, there is less personal contact than rolling the prints as the JHPD does. Visit https://www.identogo.com/

8.       Drivers issued warnings by JHPD officers for equipment violations, etc. – to show proof that the item was corrected, respond to the JHPD and call 911 to request an officer stop at the JHPD for the vehicle check; remain in the parking lot, in your car and an officer will respond.

Be aware, for the safety of both the public and department personnel, there may be further modifications that may be implemented.

COVID-19, CORONA VIRUS UPDATE – 3/25/20
As of 6:00 p.m., March 16, 2020 the Borough of Jefferson Hills declared a State of Emergency to help accelerate resource and service procurement during the COVID-19 global pandemic.  In addition, the Borough has closed the Borough Administration Building and has sent non-essential staff home until further notice.  This includes the Borough Library, Administration and Planning, and Engineering Department.  The Police Department will continue to fully staff and the Public Works Department remains on 24-hour on-call for municipal call-outs and inclement weather.

The Borough has suspended all Borough-sponsored programming and will not accept reservations for Borough facilities until further notice.  All Borough permits issued for sports, events, and community activities are hereby rescinded until further notice.  This includes Borough parks, playing courts, fields, and the Gill Hall Community Center.  Also suspended are all library programs and meetings scheduled at least up to April 6,  2020, the date issued by the County.

The Borough is locking the Administration Building during the same time period.  If you have a personal emergency inside the Borough, please call the following number during business hours (M-F 8:00 a.m. – 4:00 p.m.) and make an appointment: 412-925-3355.  If you visit the Borough Building during office hours and would like to speak to the police, residents are asked to please use the intercom button attached to the front doors of the Administration Building.  An officer will come to the door to conduct your business with the Police Department.

As of March 20, 2020 the Borough of Jefferson Hills Parks are closed to the public.

Currently, the CDC recommends that people with influenza-like illness remain home until at least 24-hours after they are free of fever (100 F / 37.8 C) without fever reducing medications.  Please join us in our continued efforts by taking these simple precautions: Hands should be washed with soap frequently and for a minimum of 20 seconds, avoid touching the eyes, nose and mouth with unwashed hands and to cough/sneeze into the crook of the arm instead of the hands.

The Borough of Jefferson Hills is continually monitoring the information provided by Allegheny County Health Department, the State of Pennsylvania, and the Centers for Disease Control.  The Borough recommends that residents look to those resources as well as national news outlets for the most up-to-date information on the pandemic.
